Make ActivationPolicy Configurable #4

ActivationPolicy = up is probably a better default than manual - & could also be made configurable via a command line option.

This has been added as a command line option. Since wg2nd mirrors the behavior of wg-quick as closely as possible, I'm setting the default activation policy to manual. Although, this can now be changed.
