Display requirements #25

It would be nice to display requirements for v0.14 migrated Fluentd Plugins. Fluentd users sometimes report errors about with td-agent2 and updating plugins bump up Fluentd version to v0.14 from v0.12.

How about announce requirements to users in README?

Is the latest td-agent based on v0.14 or v0.12? If it is still v0.12 (as I think it is) we should update the installation instructions also...

The latest td-agent is based on v0.12. But td-agent 3 beta is now existing. :) This new version of td-agent will ship in 2017 1Q!
