Upgrade fluentd to 1.17.0. #1198

What this PR does / why we need it:

Updates fluentd images to v1.17.0.

Does this PR introduced a user-facing change?

No.

I'd like to target this branch from the workflow to build the images before merging to make sure they build, but it doesn't seem like I can target branches on my fork from the workflow.

Thanks @joshuabaird, I think you can change the default image in the workflow as well. I'll merge this PR for a test and you can change that in another PR
