Add documentation for the new recovery feature for broken chunks #493

@repeatedly I added the documentation of the new feature introduced in Fluentd v1.2.0. Please feel free to correct it if something is stated wrongly.

What's this patch?

This patch adds the explanation for the graceful recovery system implemented in Fluentd v1.2.0.

Most of the content are derived from the release note (v1.2.0). For details see below:
