Migrate "Parse Syslog Messages Robustly" from fluentd-website #567

I revised the content of the article so that it became compatible with Fluentd v1. The example code and log lines in the article were also updated.

@repeatedly This is the first article we've migrated from fluentd-website. The content has been thoroughly revised; Also we have confirmed that the article is now working fine with Fluentd v1.2.5.
