Disable the itch.io target if butler is not configured #106

What is the problem you are trying to solve?

It isn't totally obvious if butler's path hasn't been configured, and is mystifying why the butler phase isn't running on machines without a valid configuration

What solution would you like?

If butler isn't configured, disable the itch.io target checkbox

What usage mode does this apply to?
