Restore Web Store listing. #96

As they do with Android, Google frequently adds additional requirements for listed extensions. We received an email from them indicating that we needed to add a link to a privacy policy. We have a privacy policy in the repo, hopefully we can just link to that.

@duhrer I updated the link to the privacy policy wiki page now that we've moved to the cloud hosted confluence. The link to the Gamepad Navigator's privacy policy is on there. I've also resubmitted the Gamepad Navigator for review to be published on the Chrome Web Store.

Thanks, @jobara. I am working on #90, which seems to be going well. I suspect they might reject because of the old manifest version, but we'll see.

The old release is now back on the store, closing this one out.
