Apply new encoding scheme for data avaliability

We have decided a new encoding scheme for a fully functional data availability, in this PR we would:

• [x] Apply the new encoding scheme in block circuit
• [x] Templatize the encoding circuits so it can be generated from the encoding configurations
• [x] Templatize some JS codes on encoding scheme for test utilities
• [x] Regression testing when everything has finished
• [x] Also include a fixing on issue #188
• [x] Also include a fixing on issue #191
