Apply new encoding scheme for data availability #225

This PR try to apply a fully workable encoding scheme for data availability, which is consistent with the demo implements in circuit project.

Some test case is also adjusted for the new constraints in public data encoding

Almost done. Just need to bump to correct ref when the update in circuits has been merged
