Track fuel usage in history queries #108

Is your feature request related to a problem? Please describe. Fuel is not currently tracked during history query execution

Describe the solution you'd like History queries should report fuel used during execution and immediately terminate execution with an error whenever the remaining fuel is exhausted.

@aaj3f I put this ticket in the backlog at a priority I thought appropriate. Feel free to reprioritize as you see fit.
