Ledger bootstrap still refers to `fluree.db.flake/new-flake` instead of `fluree.db.flake/create` #213

Ledger main branch build fails with:

Compiling fluree.db.server ...
Syntax error compiling at (fluree/db/ledger/bootstrap.clj:146:12).
No such var: flake/new-flake

Function fluree.db.flake/new-flake was removed in https://github.com/fluree/db/commit/e02c152ba57edb2df9b43c95a6861ef86bfb9bc2
