[ci] Do not disable compile options #276

Part of https://github.com/flutter-tizen/engine/issues/271.

Re-enable disabled compile options.
Do not use Tizen-specific target triples.

These changes should be applied to your local builds as well. I already updated our wiki.

This change depends on https://github.com/flutter-tizen/tizen_tools/pull/25.

The tizen-tools Docker image is now ready. This PR must be merged as soon as the build-engine Docker image is published (the CI build will fail until that). Please review this change so that I can trigger the Docker image build.
