[ci] Remove build-docker.yml and clean up #360

This PR contains the following changes to the "build" workflow.

Change the base image from build-engine to tizen-tools (see the above second PR).
Reduce inconsistency between the jobs. For example, the gclient-prepare-sync.sh script is only used by Linux build but not by Windows or macOS build, so I removed the file and inlined its content to the workflow. (This may increase the overall build time by a few seconds.)
Minor cleanups.
