Detect unsupported platforms #4928

It is possible to install the plugin into an unsupported IDE, like WebStorm. We should add a check for this and warn users that it won't work.

See #4871 for discussion and suggested fix.

@stevemessick, do you find any way? or did they create a version for WebStorm?

I like like to install this plugin on WebStorm but it returns:

Plugin 'Flutter' (version '61.2.3') is not compatible with
the current version of the IDE, because it requires build
 211.7727 or older but the current build is WS-212.5457.55
