IconButton is read as "Button" with VoiceOver on macOS desktop app #128915

Is there an existing issue for this?

Steps to reproduce

  1. Turn on VoiceOver
  2. Execute flutter run -d macos on the code sample
  3. Focus the icon button

Expected results

The button is read as "this is a tooltip button"

Actual results

The button is read as "button"

111094 looks to be about duplicate readings when using the semantics widget, but the issue I’m seeing is no reading of the tooltip for the icon button widget
