i have a same issue for this
Can you put your code in code blocks to help us to read your code? You can do that with 3 ` symbols at the start and end of the block and what line are you exactly changing?
@ivaldo What IDE are you using (VSCode or AS) ? If you run your app directly through command line (outside of IDE) and then try to hot restart, does it work ?

Hello, first of all, thank you very much for noticing my issue. I'm not using IDEs. Just a text editor and the Windows CMD.
I have the impression that ADB.exe is locking my folder c:\users\ivaldo\apptest. When trying to rename the folder, Windows says it's in use. When I end the ADB.exe process in Task Manager, I can rename the folder. Perhaps it might be related.
ADB version
C:\Users\Ivaldo\AppData\Local\Android\Sdk\platform-tools>adb.exe --version
Android Debug Bridge version 1.0.41
Version 35.0.1-11580240
Installed as C:\Users\Ivaldo\AppData\Local\Android\Sdk\platform-tools\adb.exe
Running on Windows 10.0.22631
my folder c:\users\ivaldo\apptest
Can you try on different path / location / drive and check if you still get same locking behavior ?
Without additional information, we are unfortunately not sure how to resolve this issue. We are therefore reluctantly going to close this bug for now. If you find this problem please file a new issue with the same description, what happens, logs and the output of 'flutter doctor -v'. The hot reload and hot restart is not update app after change in my code. After exec flutter run, I make change in a simple text line and press R in windows terminal (power shell). The log in console report the change in code but nothing happens in my app. I need stop the process and start again to see my app changed with my new code.
