[web/desktop] TabView is scrolled by more than one tab when swipe gesture is continuing outside of the window

This is probably expected to not drop gesture when cursor is outside of the window. With gesture within the window TabView can be scrolled only on single tab.

Proposal: Make TabView to be scrolled only on single tab without dependency how long gesture is.

Tried with web and MacOS desktop.
