Move file.dart and process.dart repos into flutter/packages #75870

These are dependended on heavily in the flutter tool (and goldens) and are primarily maintained by members of the flutter team. To avoid needing to maintain a one-off infra config for these libraries, we should move them into flutter/packages and turn down their old repos.

This will also require us to update the g3 copybara configuration.
