Review and update currency of content on 'Build and release a web app' page

Description of issue: When I skim read this article, I assumed the content was out of date.

This is completely my fault but a lot of online documentation can be out of date. I'm potentially not the only developer interested in using Flutter for a PWA that would skim read this and make the same assumption.

When I initially read through it, I just assumed the article was out of date based on the PWA Support section:

• it mentions "release 1.20" (I realise it says 'as of' which doesn't mean it's out-of-date but it made me think the content here hadn't changed since then)
• and "PWA support remains a work in progress" made me think "no significant changes here"

Potential Fix:

• add a 'last updated' time stamp on the particle page
• include a reference to latest version of Flutter & how it affects the content on this page (the Flutter 2.2 banner is telling me there's something new but I assumed that it doesn't apply here)

I think your first idea for a fix sounds like a great idea! I'm not the most knowledgeable about this, but perhaps there's a way to integrate the website with GitHub so the date the pages were last majorly edited (or at least just last edited) is displayed.
