Fix overscroll on macOS page #9000

Describe the problem

Only parts of the page move when overscrolling on macOS on docs.flutter.dev, unlike flutter.dev, which fixes the navbar at the top.

Expected fix

Fix the navbar at the top, overscroll everything else
