Document pub root directory support in the inspector docs #9420

Once these are on the flutter website, we should link to these docs from the Inspector settings menu in DevTools

The release notes here describe this feature, though we should use an updated screenshot in the docs. https://docs.flutter.dev/tools/devtools/release-notes/release-notes-2.17.0
