The fourth sub-issue that came up as a result of breaking up flux-sched #638 is the need to enforce time-dependent limits in the following ways:

e.g. one set of limits for normal workday hours and another set of limits for off-hours

Yes, sounds like a good plan! My calendar shows a scheduled flux-accounting meeting this Thursday, so if you'd like we can absolutely interlock and start sharing ideas/outlining.

Renaming this issue to reflect a more specific problem: that of deciding when to start a job when it exceeds one time of day dependent limit set but not another.
