Problem: RFC 12 is essentially a set of incomplete design notes for Flux security.
Now that Flux has evolved and these ideas have been made concrete, we need to more formally document them. The PR refocuses RFC 12 on role based access control, which is not explained very well anywhere else.
After reviewing the other topics covered here, I don't think anything else in this document is worth preserving at this point.
