Problem: job-info services are not documented.

Add an RFC to document the job-info.lookup RPC, for start of discussions on potential changes.

I think this is ready for a review. As a reminder, this is to document the "classic" RPCs and serve as a basis for proposing improvements, such as

folding in the new job-info.update-lookup and job-info.update-watch RPCs with the classics
adding a flag for returning JSON objects as JSON rather than JSON encoded as a JSON string.
