Release 1.24.0 #3539

This PR will raise versions of Flux daemon to 1.24.0.

This includes an upgrade of the base image to Alpine 3.14.1 and a patch upgrade of Memcached to 1.6.10-alpine. The details are in the included CHANGELOG. I can plan to release this evening, (with or without #3446) if a maintainer approves.

Thanks everyone who helped with this release 🎉 the issue queue and PR backlog is really in pretty good shape now!

If you approve this, I will release it today. I am fine releasing this without #3446, I have not seen this CodeQL scan turn up anything in Flux so far, so I am not sure what value it might add. It's something we can discuss for the next patch release.
