Fix RBAC role generation for IAC

Currently, the dev environment setup for IAC is broken due to missing RBAC roles. This PR fixes this.

Changes include :

• Add missing RBAC permissions in controller
• Fix make manifests to generate config/rbac/role.yaml
• Generate config/rbac/role.yaml with additional RBAC permissions.
