[CICD] Migrate AzureDevops Pipeline to GitHub Workflows

Hello there, as mentioned in https://github.com/fluxxus-nl/ATDD.TestScriptor.VSCodeExtension/issues/117#issuecomment-1333899718 I'd like to contribute with the creation of workflows in GitHub.

A few tasks to be mentioned:

• [x] every step is properly replaced (https://github.com/fluxxus-nl/ATDD.TestScriptor.VSCodeExtension/blob/master/azure-pipelines.yml)
• [ ] add lint and test steps
• [x] create git tag and release (release is created automatically for the pushed git-tag)
• [x] weekly build
• auto-update changelog (leave it manually)

Any additions to that?

As I closed the PR a couple of days ago because of inactivity I also like to close this issue as not planned for now. Feel free to reopen if you decide to migrate from ado pipelines to github workflows and releases
