This provides an guide for developers on how they can make:

  1. Local changes
  2. Test out their changes
  3. Build their changes

I've imbued this "Local Development" section with all the knowledge I've amassed from starting out with this wonderful repository. This will help devs onboarding on the repository a great deal!
