Scale-to-zero seems broken #224

I have a single-machine Fly Postgres cluster with no app connected to it yet. It's configured to scale to zero, but it keeps logging "Current connection count is 1". I wonder if some internal process connecting to Postgres is preventing scale-to-zero from working.
