Allison will produce M(phi) characteristics for the springs used on ATRIAS 
during the next days. We need a mathematical formulation for leg force F(phi,l) 
as a function of spring deflection and leg length.

I'm beginning this. I'll make a linear interpolation sub-controller, a spring 
deflection->spring torque sub-controller, then use those to make this 
subcontroller.
