controller interference #142

When starting the torque controllers with no current commanded both legs moved 
into different positions smoothly. The source of this motion is unclear - from 
looking at it appears as if an alien controller component was not unloaded.

Error so far not reproduced.

If you haven't noticed, there's another issue about controllers failing to 
unload -- I suspect that this is just a symptom of the other issue.

My new subcontroller loading system should solve this... all that's left is to 
implement it in the rest of the controllers. Closing, as this is no longer 
relevant to the system as a whole, just individual controllers.
