Medullas unresponsive to disable command from rtai_controller #19

To reproduce problem:

1. Turn on electronics.
2. Load rtai_controller kernel module.
3. Monitor output of dmesg.
4. Monitor LED status lights of Medullas.

We disabled the check for Medullas 0 and 1 (leg Medullas), and the controller 
proceeds to STATE_RUN.

Robot power must be on before trying to initialize Medullas.
