Switch logic power to run from batteries #194

ATRIAS is now doing laps, so logic power cannot be run through the separate 
cable.

Done.

By the way, after doing so, we noticed that turning on the motor power on the 
robot blacks out the logic power. This was solved by charging the batteries. 
Presumably, the inrush current going to the capacitors caused a significant 
drop in voltage from the batteries.

We should do a better job of keeping the batteries charged ;)
