RT Ops should execute an EStop upon receiving a SIGXCPU. Currently, we get this
during startup -- so we should eliminate these spurious signals before setting
this up. If this cannot be done, then we should EStop only if a controller is
loaded or do some other measure to prevent against unwanted EStops.
