Implement the load button functionality to load frequencies from CPDLC.
Part of the XML already exists and fires H:A32NX_RMP_#SIDE#_LOAD_BUTTON_PRESSED when the button is pressed. The LED node is still TODO: https://github.com/flybywiresim/aircraft/blob/master/fbw-a32nx/src/behavior/src/A32NX_Interior_RMP.xml#L371

Will need several for systems implementation and integration as this cuts across multiple LRUs.
