Implement the takeoff performance uplink function in the FMS. This allows the FMS to send an AOC request for takeoff performance along with some parameters, and the ground station them sends back a set of multiple takeoff performance options, and the pilots can select which to accept and load. The takeoff calculators implemented in #8678 are designed with this in mind and can be used to calculate each result.
