The option to request an IFR flight does not appear in the ATC menu

Describe the bug

IFR request option doesn't appear in the ATC menu

Expected behavior

By connecting the radio to Airport Clearance I should be able to request permission for an IFR flight, and I only see other options

Steps to reproduce

1. Import flight plan imported from Simbrief on tablet.
2. Import flight plan into FMGC from Simbrief.
3. Tune radio to request IFR
