feat(a32nx): sync flashing across the whole PFD

Summary of Changes

• Add utils for
  • Extended clock events, including monotonic time, delta time and a one hertz clock
  • A component that utilizes the one hertz clock, to implement generic flashing and also pulsing of the children
• Adapt the whole PFD to use these new utils to synchronize all flashing and pulsing components
