The installer is "hijacking" the global keys for a few important things like reloading. This behavior pre-exists with CTRL + F5, CTRL + F12 and CTRL + R was added w/ https://github.com/flybywiresim/installer/pull/448/ which made me realize the issue. Video demonstrating the behavior in references.

The shortcuts should be local only and not global

Attempt to use any of the listed keybinds in other software (e.g. a browser)
