cygwin: "Could not create config directory!"

What steps will reproduce the problem?
1. install cygwin with python (I'm using XP)
2. download gdata (2.0.11) and run "python setup.py install"
3. download googlecl (0.9.10) and run "python setup.py install"
4. run "google picasa"

What is the expected output? What do you see instead?

[Errno 2] No such file or directory: '/home/edlebert/.config/googlecl'
Could not create config directory!

What version of the product are you using? On what operating system? What
version of gdata-python-client (aka python-gdata)?
XP Pro.  
Python 2.6.5 (Cygwin)
gdata 2.0.11
googlecl 0.9.10

This is a duplicate of 278, though I think there are a few other 
Windows-specific problems the source release runs into. I should have these 
fixed up on Monday.
