Description of the Issue

Flycast stalls at when booting windows ce kernel with serial windbg debugger enabled

Debugging Steps Tested

Build windows ce image via image configuration tool (need Dreamcast windows ce sdk 2.1 todo so) Enable serial output console in flycast
