Update contributor ladder #15

In this PR, multiple changes are proposed:

  1. Improve the definition of requirements and responsibilities for each role
  2. Introduce the Collaborator role, lowering the barrier between the general community and the Contributor privileges
  3. Expand the current status of the path to Maintainership
