Add a custom proto -> admin model generator #151

Currently admin protos (e.g. workflows, tasks, executions, etc) are stored serialized in the database with a few specific fields (e.g. project, domain, name, version) promoted to top-level model fields for searchability and easy filtering.

It would be supremely cool if there was a custom protoc extension to allow tagging these desired top-level attributes and outputting a model golang struct definition during the generation phase in flyteidl
