[BUG] [flyte-cli] Fast registering worflows with flyte-cli doesn't work for names longer than 125 characters

Describe the bug

When we try to register flyte workflow with name longer than 125 characters we get an error message.

Error message: wrong length (should be 0~255 characters).

Regular registering works for names longer than 125 characters.

Expected behavior

Fast registering with flyte-cli should support name length of 255 characters.
