Design a CI/CD workflow for production Flyte setups #2772

We should work on a CI/CD workflow replicating Lyft's way of handling Flyte code: https://docs.flyte.org/en/latest/deployment/ideal_flow.html#case-study-mlops-at-lyft. A new repository to house the GitHub actions might be a good solution.
