Support raw mouse motion #149

When merged this pull request will:

Add an API binding to glfwRawMouseMotionSupported
Refactor Glfw.Enums.Input_Toggle into two subtypes (cursor and bool toggles)
Add a window procedure to enable/disable raw mouse motion

Requires Glfw 3.3 or higher.

Since this repo is largely dormant between occasional requests, there is no schedule for a new release, which is required if you want to consume this new API through Alire. If that's the case and you don't foresee any additional requests, drop me a message and I can push a new release.
