TIme interval splits are time aligned #230

ensure the time interval splits are aligned exactly to the time boundary. e.g. 1min spits are @ 12:00:00 precsisely

added, regressions are good, required some re-adjustment for compare values. system aligns the start time on the split. means the first pcap will be smaller.
