20Gv1 1G Rx only link mode #238

for 20G with 1G Rx only SX/LX transceiver type requires forcing the speed and disabling autoneg.

as 1G BaseT requires autoneg on for successful link up, it requires a different setting for half duplex 1G fiber. this is config setting similar to the 10M, 100M mode and configurable only via config file
