update ethtool #324

update ethtool to 5.4 latest version. required for 40G management interfaces

XL710 dosent show eeprom information because the stock linux (4.9186) driver does not support module_info() ethtool command

latest intel driver does support it ... /mnt/store0/tools/i40e-2.10.19.30/src but ... just does a hexdump

using the latest i40e driver + latest ethtool does work tho
