In the end, I went a different direction. Instead of GM assigning PCs to Players, I introduced an option for Players to link unassigned PCs to themselves.
To make this even smoother, GMs can now:
unlink PC from Player
turn PC into an NPC
turn NPC to (unassigned) PC
These options are available in the Character Edit screen.
